How will the annual participatory planning procedure work for a group of services like home repair and furnishing?

For instance, what kind of categories of goods and services it will include, and what preferences consumers can submit? How detailed it must be?

I think questions about how to categorise goods and services in the planning procedure into a ‘product catalogue’ will be an important task that will need to be done by industry and consumer federations.
