Very interesting idea. Which can be easily implemented in simplified way in software/mobile app … even in current model with connection to modern retailers (if they provide API interface for exporting available goods/prices/placing orders etc) and providing discount on group base (-logistics). Not only goods… but also services.
In general this is heavily connected with urban/environment structure. For small areas (10-50k people) even some services and resource consumption can be included…
